I like it on the bottom so it makes sure that people have to scroll down through the forums first. THat way they can see if there are any new posts (especially regarding Madden Nation for me).

I like it on top because I can see both the chat box and "latest topic" at the same time rather scrolling up and down. I always have to open 2 windows to see both if the chat box is on the bottom.

When it's on the bottom I don't scroll down to see the forums, I hit END and it automatically takes me to the bottom of the page. Then I use the up arrow and scroll up to see the chatbox.
When the chatbox is on top, you can view the scrolling recent topics on the side.

It doesnt really matter but NWL has always been a Chatbox at the bottom league, so I would stick with tradition.
